Dr. Joy Elamon

Heads the Climate Change and Environment domain

Heads the Climate Change and Environment domain. He is also the Chief Executive Officer of Intercooperation. Dr. Elamon has MBBS (Bachelor degree in Medicine and Surgery) and Masters in Public Health (MPH). He has over 25 years of experience in development sector.
A planner, knowledge management and capacity building expert, he has been working in the areas of health, local governance and environment. Formerly the Vice President of Kerala Sasthra Sahithya Parishad (KSSP -a voluntary organisation dedicated to science popularisation and environment),
Dr. Elamon has been part of many community led initiatives on environment and development. He has led or been part of several national, international and state level studies, assessments and evaluations. He was the team member for preparation of Tamil Nadu State Action Plan on Climate Change, led the TNA for adaptation to climate change in Himachal Pradesh, involved in the preparation of training modules and conduct of training programmes on climate change adaptation for various levels of government officials, member of the team for development of ‘Strategies and Action Plan for Climate Change, CDM and Carbon Trading Cell, Rajasthan’, involved in developing knowledge management system for climate change adaptation, lead author of the Long Term Planning Exercise for the Climate Change Innovation Programme in the states of Bihar and Kerala and team member for the same in Odisha.
On behalf Intercooperation, he coordinates the project on “How to sustainably intensify organic Basmati rice production in Uttarakhand, India (BasmaSus)’through Participatory Technology Development & Green House Gas Reduction. Intercooperation, being the consortium partner of the Climate Change Innovation Programme (CCIP) supported by DFID, Dr. Elamon has been coordinating the Intercooperation’s activities under the programme. He is also leading the Biogas Project, Uttarakhand and ‘Solar Water Pump based Irrigation: Analysis of Techno-Economic Benefits’. Currently, he is working on developing strategies and approaches for local governments and climate change as well as developing a framework for climate change related vulnerability and risk assessment in health.
He is a recipient of the Outstanding Community Builder award from UNDP (UN Solution Exchange) in 2007 and is included in the UNDP Democratic Governance Roster of Experts in Local Governance and Local Development.

Prof. N. H. Ravindranath

Senior Advisor

Prof. N. H. Ravindranath is part of IC family as the Senior Advisor Climate Change and Environment.  A veteran in the field of Climate Change, he has authored nine books in different subject-domains such as climate change, renewable energy, community forestry and biomass energy. He is also an author for 12 IPCC Assessment Reports, including the latest IPCC Report (AR5), 2014. He was one of the Convening Lead Authors for the two reports on Greenhouse Gas Inventory Guidelines of IPCC for land use sectors – Agriculture, Forests and other land uses.

He has been the Member of the Technical Expert Committee on Climate Change; Technical Advisory Committee on National Communications Project; Expert Group on Forestry Matters; Member of Expert Committee on REDD Plus; Member of the Technical Advisory Group on Biodiversity Finance Initiative in India.

He has worked for UNFCCC, The World Bank, Asian Development Bank, kFw, UNDP, UNEP, FAO, GIZ, etc on climate change related research, project design and monitoring aspects. 

His broad areas of research and development include climate change, bioenergy and biomass production, community forestry, environmental and ecosystems services and citizen science. 

Prof. Nandakumar Divakaran Nair

Senior Advisor – Climate Change and Environment

Prof. Nandakumar Divakaran Nair has joined ICSD as Senior Advisor – Climate Change and Environment.  He has a PhD in Geography from the University of Victoria, Canada, an MPhil (Regional Development and Planning) from JNU and a Masters in MA (Geography), CSRD/JNU.  He has more than 25 years of experience in academics, social/policy research and consulting in varying fields of Environment, Planning and Development. His current engagements are mainly with key stakeholders in the Government, Private sector and NGOs, Food and Agricultural Organization (FAO), International Collective in Support of Fish workers (ICSF), Protsahan and Nippon Koei India Ltd. As a team leader and member he has managed several consulting assignments like mapping violations of CRZ norms at National level; developed priority actions for policy reforms and policy impact analysis on Climate Change in Kerala State; involved in studies on various coastal and fisheries issues etc.

Dr. C K Rao

Senior Advisor

Dr. C K Rao is working as Senior Advisor. He is a Graduate in Veterinary Science and Post Graduate in Animal Nutrition.  Dr. Rao was associated with Intercooperation, India since 1990. With livestock background he was closely associated with IC projects in Andhra Pradesh and contributed towards evolving livestock extension system.  He facilitated developing of sustainable livestock livelihood approaches in Sikkim. He was a team member for developing State Action Plan on Climate Change in various states like Tamil Nadu, Nagaland, West Bengal and Sikkim, specifically looking at climate change impacts on livestock and dairy sectors as well as agriculture.

Mariamma Sanu George (Nirmala)

Team Leader – CPGD-CCIP

Ms. Mariamma Sanu George (Nirmala): She is one of the Co-Heads at ICSD and is currently also working as Team Leader –Kerala for CPGD-CCIP ((DFID supported Climate Change Innovation Programme to provide technical support to the Government of Kerala for implementation of State Action Plan on Climate Change).

As Co-Head, she coordinates the CPGD-CCIP activities of ICSD and as Team Leader – Kerala for CPGD-CCIP, leads the activities in Kerala. Ongoing activities include the development of institutional coordination system for Climate Change Adaptation in government, establishment of Climate Change Cell, facilitating the incorporation of budgetary and planning processes relevant for climate change actions, designing the processes and actions for climate resilient coastal protection and livelihoods of fishers leading to the preparation of Coastal Action Plan on Climate Change by local self-governments, climate resilient health sector with focus on Vulnerability and adaptation assessment leading to the development of a surveillance, forecasting and planning system, development of a knowledge management strategy for climate change and climate financing activities including the preparation of proposals for National Adaptation Fund, Green Climate Fund etc.

Academically she has done M.Phil in Applied Economics from Jawaharlal Nehru University, New Delhi. She has more than two decades of work experience in development sector spreading across the areas of governance, gender, climate change adaptation and capacity building.

She has worked with the State Planning Board Kerala and later in various capacities for the Swiss Agency for Development and Cooperation (SDC) including Chief Programme Coordinator at SDC-CapDecK. He has been a Gender specialist and also was instrumental in developing modules on environment and local governments. She is the also the working group member constituted by the Government of Kerala to develop tool kits for Sustainable Development Goals.

She had undertaken assignments for The World Bank, ADB, SDC, UNDP, UNICEF, Lal Bahadur Shastry National Academy for Administration, Ministry of Panchayati Raj, Ministry of Rural Development, Government of Kerala, Kerala Institute of Local Administration (KILA) and Kerala State Biodiversity Board.

Dr. Rajeswar Jonnalagadda

Senior Subject Specialist – Climate Change and Environment

Rajeswar Jonnalagadda, is working as Senior Subject Specialist – Climate Change and Environment. His thrust areas “mainstreaming Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) into public policy” and “establishing linkages between Low-Emission Development and Inclusive Growth”.

Prior to joining Intercooperation, he worked for more than five years as Director (Training & Research) of the Center for Climate Change and Disaster Management at Dr.MCR Human Resource Development Institute, Hyderabad, India – a governmental administrative training institute. He was responsible for designing and developing training & research modules on Mitigation and Adaptation measures against climate change. Earlier, for about twelve years, he worked as an Academic Editor and Consultant for UNESCO’s global project, the Encyclopedia of Life Support Systems (EOLSS), then based in Oxford. During the same period he also worked as a Research Fellow for a UNESCO collaborated Research Institute in Abu Dhabi – UAE, on Systems Approach to Integrated Water and Energy Resource Management. Prior to that, he did his Post-Doctoral research at Center for Ecological Sciences of the Indian Institute of Science, Bangalore, India. He pursued his M.Sc. and M.Phil. in Life Sciences from the University of Hyderabad and Ph.D. in Life Science from Jawaharlal Nehru University, Delhi, India.

Mr. Rizwan Uz Zaman

Team Leader – Climate Change and Environment

Mr. Rizwan Uz Zaman: Working as the Team Leader – Assam for CPGD-CCIP (DFID supported Climate Change Innovation Programme that aims to provide support for implementation of State Action Plan on Climate Change). He has done his Masters in Geography and specialised in Natural Resource Management, Environment and Ecology and Physical Geography. Further he joined his PhD from Jamia Millia Islamia on Rural Urban Economies.​ He has over 13 years of experience in Policy Networking (government and corporate), Campaigns, Sustainable Development, Climate Change, Habitat process and housing technology, Corporate Social Responsibility (CSR). He worked with Development Alternatives and played a key role in the organisation of the Lok Awaas Yatra – a journey for the people’s habitat. TARAgram Yatra – an annual international event organised by DA to generate awareness and disseminate effective strategies for climate change mitigation and adaptation.  He was also associated with the climate change capacity building programme for the semi-arid Bundelkhand region in collaboration with the Swiss Agency for Development and Cooperation.

Ms. Naman Gupta

Team Leader – Climate Change and Environment

Ms. Naman Gupta: Working with us as Maharashtra State’s Team Leader for the CPGD-CCIP (DFID supported Climate Change Innovation Programme that aims to provide support for implementation of State Action Plan on Climate Change). She is a Pre-doctorate in Environmental Plant Physiology and Masters in Environmental Sciences. She has completed PG Diploma in International Business from Symbiosis Institute and Research fellowship in International Climate Policy from Hamburg Institute of International Economics, Germany. She has been working in the climate change and energy related area for past 14 years. Prior to this, Naman was handling the climate change & energy related work at the British High Commission Mumbai. She worked in similar areas with organizations like Ernst & Young, German International Cooperation, Delhi Metro Rail Cooperation and Centre for Environment Education.

Mr. Pankaj Kumar

Team Leader – Climate Change and Environment

Mr. Pankaj Kumar has joined IC as Team Leader – Bihar for the CPGD-CCIP Programmes based in Patna, Bihar. He is a Post Graduate Diploma in Environmental Law and has done his M.Sc. (Environment Management). Prior to this assignment he was working with IL & FS Infrastructure Development Corporation Ltd. He comes to us with more than 10 years of experience in imparting technical support for environmental investigative, consultative and remedial projects involving air, water and soil, Waste management, EIA, Environmental Compliance, ISO 14001, OHSAS 18001,GHG accounting (ISO 14064), climate change & CDM, Verified Carbon Standard, Gold Standard & Social Carbon Standard.

Mr. Vinay Singh

Technical Specialist – Climate Change and Environment

Mr. Vinay Singh has joined us as Technical Specialist in November under the CPGD-CCIP Programme. He is based in OPML office in Delhi. He has a Postgraduate degree in Forest Management (Economics & Management). Prior to this assignment he was working with BEA International as Representative for India. He comes to us with eleven years of experience in Environment Management, Forestry, Natural Resource Management, Green Bio-Refinery, Climate Change “Mitigation & Adaptation”, Climate Financing and GHG Accounting.

Monojit Chakraborty

Project Coordinator-Climate Change and Environment

Monojit is working as Project Coordinator Climate Change and Environment with Intercooperation based in Delhi since August 2013. He has done his Post graduation is Environmental Sciences and is doing his Ph.D in Environmental Sciences on the subject Estimation of Potential Source Strength of Indian Landfills for Emissions of Greenhouse Gases which is ready for submission. His key competencies are in Greenhouse gas emission estimations, mitigation strategies for emission of greenhouse gases, adaptation and mitigation; environment and trade issues; life cycle assessment; Solid waste management, water and wastewater management, Environment Impact Assessment (EIA), Product Carbon foot print, Natural Resource Management. Presently he is working on greenhouse gas emission estimation from organic basmati rice under different organic amendments in Uttarakhand. He worked as Sr. Research Fellow with National Physical Laboratory for five years and prior to that worked as Research Assistant with National Environmental Engineering Research Institute for one year.

Minu

Subject Specialist- Climate Change and Environment

Minu is working as Subject Specialist, Climate Change and Environment with Intercooperation. She has completed her Masters Degree in Environmental Technology and was prior to joining IC; she was working with The Energy and Resources Institute (TERI) for seven years, in the field of energy and environment. Her key working areas are developing strategies for implementing renewable energy technologies and preparation of climate smart agriculture models by integrating plans for efficient water use, organic farming and solar water pump based irrigation. She focuses on techno-economic feasibility analysis of renewable energy technologies, such as solar water pumps and biomass based technologies depend on different needs especially for agriculture sector and other rural activities. She has experience in implementation of biomass energy technologies to support rural livelihood, cottage industries and other small to medium scale enterprises. She also worked on waste to energy technologies including technology development, feasibility analysis, energy efficiency and environmental benefits. Ms. Minu has experience in providing renewable energy consultancy services which include need assessment, resource potential, technology analysis and techno-economic feasibility.

Rahul Thampi

Project Coordinator-Climate Change and Environment

Rahul Thampi is a Post Graduate in Social Work with Health, Development and Disaster Management as core research specialisations from the Tata Institute of Social Sciences (TISS). He has his graduation in Psychology, Journalism and World Literature (Triple Major).

He was working with Toxics Link, an environmental research and advocacy group based in New Delhi for close to four years, specialising in the theme of waste management, prior to joining ICSD as Project Coordinator – Climate Change and Environment. He has been involved in research & advocacy teams that have contributed significantly to the domains of Municipal Solid Waste Management and Bio Medical Waste Management. He has also been actively involved in the capacity building of regulators and Civil Society Organisations(CSO’s) on these themes.

In ICSD, Rahul is primarily involved in developing projects aimed at building strategies for implementing renewable energy technologies in difficult terrains. He is also coordinating an ongoing Biogas project aimed at reducing GHG emissions and dependency on firewood among the populace of the TERAI ARC region in Uttarakhand.

Mr. Gokul Govind

Technical Assistant- Climate Change and Environment

Mr. Gokul Govind has joined us as Technical Assistant (TA) being placed at CPGD-CCIP project in Kerala.  He has done his MA in Development Administration from Gandhigram Rural Institute and has a Diploma in Micro Finance Management.  Prior to joining ICSD, he was working with Gram Vikas, Odisha as State Bank of India-Youth for India fellow.  His areas of expertise are Information Technology, Rural Development, Livelihoods based Support Programs and Community Mobilisation.

Mr. Rakesh has joined as Project Assistant for the ETH Project (How to sustainably intensify organic Basmati rice production in Uttarakhand, India (BasmaSus) placed in G B Pant Agriculture and Technology University, Pantnagar. He has done his Masters in Science with specialisation in Zoology

Dr. C K Rao

Mustak Khan

Head – Rural Economy

He has a Post Graduate Diploma in Rural Development Management from IRMA –1995 and a B.Sc in Agriculture science. He is working as Head – Rural Economy and in charge of the office in Hyderabad.

Khan has a total experience of 28 years in handling agribusiness and livelihoods in urban and rural priority sector development. He has an in-depth knowledge in planning project related strategies comprising of schedules, budgets, design management, resource planning in livelihoods support interventions. He has special skills lie in value chain management for sustainable farming system.

The major assignments he has undertaken include promotion of oilseed business through grass root cooperative in Western Odisha, organic value chain for tribal coffee with product placement in international market, enhancement of skills and technology for the Small and Medium Entrepreneurs (SME) in cashew and essence (Kewara) industries, organic value chain of cashew, mango, basmati rice and ragi and projects related to water management, water shed management and agro commodity development.

Ashish Srivastava

Programme Coordinator – Rural Economy

Ashish Srivastava is working as Programme Coordinator – Rural Economy and as State Coordinator for Project offices in Uttar Pradesh and Uttarakhand in ICSD with Uttarakhand as his base. He is a post graduate in agriculture (plant breeding and genetics) from Chandra Shekhar Azad University, Kanpur and has done management development program on value chain from Institute of Rural Management Anand (IRMA). He has over 12 years of experience in Organic Value Chain Development and Climate Change issues in agriculture. He has worked in close association with small and marginal farmers and worked with renowned organisations like Uttarakhand Organic Commodity Board, Naandi Foundation, Morarka Foundation and Ecosphere.

Abhijeet Dabhole

Project Coordinator – Rural Economy

Abhijeet is a Science Graduate (Horticulture) with a Post Graduate Diploma in Agri-business Management. He is presently working as Project Coordinator – Rural Economy and State Coordinator for Goa and Maharashtra. He has expertise in handling commercial activities and organic certification for SPOs (Cashew Processing Co-operatives) and facilitating organic and fair trade certification. Currently he is based in Chiplun, Maharashtra.

Sanjay Shah

Office Executive

Sanjay Shah has joined as Office Executive at our Uttarakhand State office from 1st March 2015. He will be assisting State Coordinator
(UP, Uttarakhand and Bihar). He has vast experience in handling office administration and is based in Haldwani, Nainital District.

Ms. Jyotsna Bhatt

Field Coordinator-Rural Economy

Ms. Jyotsna Bhatt has joined us a Field Coordinator-Rural Economy for our WAPRO Project (Water Production for Food Security) in Uttarakhand. She is a B.Tech from Uttarakhand Technical University. She has done assignments in Tapovan Vishnugad Hydro Power Project and National Thermal Power Corporation (Joshimath, Uttarakhand).

Arvind Pandey

Project Coordinator - Rural Economy

Arvind Pandey has joined ICSD as Project Coordinator for our Biogas Project in Uttarakhand. He has done is Post Graduation in Arts with Rural Sociology and Community Development as core areas. Prior to joining ICSD, he had worked with Uttar Pradesh State Spinning Company Limited for about eight years as Field Supervisor.

Mr. Surender Singh Bhakuni

Field Coordinator – Rural Economy

Mr. Surender Singh Bhakuni joined ICSD as Field Coordinator in the project Sustainable Production of Organic and Fair Trade Rice in India Project in April 2012.
He is a Graduate in Political Science with vast experience of working with farmers. He worked in Sawjal Pariyojana, Diversified Agriculture Support Project, Uttarakhand Organic Commodity Board, Sarvodaya Ashram and Shri Suraj Chemicals Pvt. Ltd before joining ICSD
His operational area is Ramnagar and Kotabag blocks in Nainital district of Uttarakhand.

Mr. Jagdeesh Pant

Field Coordinator – Rural Economy

Mr. Jagdeesh Pant joined ICSD as Field Coordinator in the project Sustainable Production of Organic and Fair Trade Rice in India Project in May 2012. He is a graduate with Political Science, Economics & Environmental Sciences. He works closely with the small and marginal farmers for promotion of organic farming. His operational area is Betalghat block in Nainital district & Chaukhutiya block in Almora district in Uttarakhand.

Joy Elamon

Head-Governance and Social Development

Dr. Elamon, the CEO, has over 25 years of experience in development sector with special focus on local governance, decentralized planning and decentralization. As the CEO, he is responsible for IC’s portfolio of projects, acquisitions, staff capacity development and partnerships with government, NGOs and the donor community.  In addition to being the CEO, he also works as Senior Advisor (Local Governance) for HELVETAS Swiss Intercooperation.

He has an MBBS (Bachelor degree in Medicine and Surgery) and is Masters in Public Health (MPH). Dr.Elamon has played a crucial role in the land mark People’s Plan Campaign of Kerala with a focus on the design of the programme and capacity building. He was the Chief Programme Coordinator of SDC’s CapDecK Programme (Capacity Development for Decentralization in Kerala) and facilitated the preparation of the Operational Strategy for Capacity Development for Decentralisation in Kerala and the analysis of Decentralized Administrative System in Kerala.  He has solid experience in conducting evaluations and studies focussing on decentralization, local governance, service delivery, HIV and women’s health.

He had been on assignments related to local governance and rural development in many countries especially the South and South East Asian countries.  His recent work include the Mid Term Evaluation of the GoI-UN Joint Programme on Convergence, Preparation of a Guiding document on TNA for Panchayati Raj, Assessment of Non-governmental Support System for Local Governments, Analysis of Decentralization and Equity in Child Rights and Compilation and preparation of training materials and modules on decentralization and local governance for various courses in Lal Bahadur Shastry National Academy of Administration.

Before joining ICSD, he had been the moderator of the Decentralisation Community of UN Solution Exchange as well as the moderator for Maternal and Child Health Community.  He is a recipient of the Outstanding Community Builder award from UNDP (UN Solution Exchange) in 2007 and is recently included in the UNDP Democratic Governance Roster of Experts in Local Governance and Local Development.

Mariamma Sanu George (Nirmala)

Dhirendra Tiwari

National Coordinator

Dhirendra Tiwari, National Coordinator, GPDP project, is a Social Work Graduate from Tata Institute of Social Sciences, Mumbai with specialization in Urban and Rural Community Development. Dhirendra comes with over 20 years of experience in various sectors and thematic areas of development.
Dhirendra began his career with Education sector and moved on to managing Community Development initiatives in tribal district of Chhattisgarh. He managed Health and Nutrition project implemented through Government arm Women and Child Development Department through CARE India. He Led the planning process of District through GoI UN Joint Convergence Programme and closely looked at planning processes through Backward Region Grant Fund, LWE affected area’s plan and Decentralised District Plan and innovated planning process with focus on outcomes around Millennium Development Goals. Dhirendra has gained adequate exposure on key thematic areas like Health, Nutrition, WASH, Child Protection and Education. Coordinated a team of professionals deployed in districts and supported the last leg of Integrated District Approach and gained insights into line management and liaison with multiple stakeholders through assignment with UNICEF. He has also led project dealing with complex emergency situation through Health and Nutrition project in Chhattisgarh’s civil strife affected Abujhmar region. Prior to this, Dhirendra Was engaged reforming Pedagogy and Teacher training to bring out desired changes in primary education.

Sanjeev Dwivedi

Field Coordinator

Sanjeev Dwivedi, working as a Field Coordinator in GPDP project is Post Graduate in Sociology, having more than 15 years of rich experience public health management and other development issues at various levels. He comes with rich experience in management of grassroots projects, government partnership & liaison, research and Capacity Building. He ample experience of working with WCD, Health and Panchayati Raj Department. Prior to this assignment, Mr. Sanjeev Dwivedi worked as Vaccine Logistic & Cold Chain Manager at Alwar, Rajasthan in the UNDP/SAMS Supported eVIN/UIP Programme.
He has worked on issues of women empowerment especially adolescent girls &boys, reproductive &child health RTI/STI,HIV/AIDS, Community Mobilization, Polio Eradication, ICPS, Panchayati Raj Department, Child Right, and Education. He has also worked in Lucknow Doordarshan Kendra as a script Writer in “Krishi Darshan” Program.

Accounts and Administration

R. Sreelatha

Manager– Administration

Sreelatha is working as Manager – Administration with Intercooperation Social Development (ICSD) India since 2006 and assist the CEO and programme staff in preparation of reports, presentations, documents and other external communication for programmes, workshop and meetings.

She is a commerce graduate with a three year diploma in commercial and computer practice and has around 15 years of experience in performing secretarial and administrative functions for corporate sector as well as non-profit organisation. Apart from communication and coordination, Sreelatha also supports the IT team by providing periodical inputs on the organization’s website.

Previously, she has worked for corporate companies like GVK Industries Limited, Xerox Limited and Bommidala Group of companies.

S. Madhuri

Manager – Finance

Madhuri is working as Manager – Finance with ICSD since 2006 and is based in Hyderabad. She has 9 years of experience in accounts and finance departments of development sector. She has done her Post Graduation in Commerce from Andhra University. She also has done Masters in Business Administration (Finance) from Sikkim Manipal University.

Madhuri is responsible for maintaining and documenting apart from liaising with bankers for ensuring smooth flow of funds to various levels of organization. She also plays a role in preparing annual budget based on inputs from the different groups and ensures proper and effective financial reporting for the purpose of audits. As the Accounts Officer, Madhuri monitors and analyzes the operational budget and expenditures of all projects/programmes and inform project responsible, file holders and CEO accordingly. She also ensures all compliances under FCRA, Income Tax Act, Companies Act (Sec 25), Service Tax and others as applicable.
